Here is what the majorify of the government sites are stating: "Due to the lapse in government funding, only web sites supporting excepted functions will be updated unless otherwise funded. As a result, the information on this website may not be up to date, the transactions submitted via the website may not be processed, and the agency may not be able to respond to inquiries until appropriations are enacted. Updates regarding government operating status and resumption of normal operations can be found at http://www.usa.gov."
With regard to data posted by the Federal Digital System (think FR and CFR): "Congressional materials will continue to be processed and posted. Federal Register services will be limited to documents necessary to safeguard human life, protect property, or provide other emergency services consistent with the performance of functions and services exempted under the Antideficiency Act. The remaining collections are not being updated and will resume after funding is restored." Please see the Federal Register data sets in order to view Final and Proposed Rules. CFR content is current through 9/27 (includes all rules effective prior to that date) due to the shutdown.
Regarding MACs, they will continue to operate. As stated by CMS: "During the time that the partial government shutdown is in effect, Medicare Administrative Contractors will continue to perform all functions related to Medicare fee-for-service claims processing and payment."
Once the shutdown ends there will be an influx of content while the agencies "catch up." Length of shutdown and volume of activity will dictate how long the catch-up period lasts.
